Job Requirements
- Bachelor of Engineering (Mechanical Power / Electrical Power) or Building Services, Quantity Surveying and advance diploma in Quantity Surveying.
- At least 6 years related experience in Contract Management, Cost Estimate, Budget Control, Value
- Engineering, VO Preparation, Progress Payment Submissions and Claims in MEP
- Must have experience in pre-tender and post-tender related to QS process
- Ability to manage multiple tenders and projects simultaneously
- Effective communication with internal teams, consultants, and management
Job Descriptions
- Collect, review and understand all tender-related information, including general requirements, tender requirements, drawings, specifications, and associated documents
- Ensure that all technical, commercial requirements and value engineering are clearly understood and communicated to relevant stakeholders
- Distribute tender information to HOD and provides professional advice on tender requirements, contract terms, payment conditions, contract types,
- Actively participate in discussions with EDC, Upper Managements and technical teams to align with tender strategies
- Prepare and submit formal tender clarification questionnaires covering scope, demarcation, materials, specifications, and contractual requirements, ensuring clarity before final tender submission
- Ensure all required tender documents are compiled accurately and professionally
- Arrange and coordinate tender submission upon management approval
- Conduct negotiations with suppliers and labor providers to obtain final pricing
- Review and advise on contract types, payment terms, particular and general conditions to contract execution
- Support contract signing by advising on contractual obligations and ensuring official stamping and documentation are completed within stipulated timelines after contract execution
- Hand over complete contract documentation to the project team within the defined timeframe
- Participate in project kick-off meetings with the project team to ensure clear understanding of contractual and commercial requirements and to clarify scope and responsibilities item by item
- Prepare contractor invitations, coordinate clarification meetings with contractors and evaluates quotations based on price, quality, standards, compliance, and project capability
- Liaise with project teams to provide BOQ, material, drawing, and contract clarifications
- Manage value engineering proposals, variation order logs, submissions, approvals, summaries, and progress claims, including counter-checking contractor claims and verifying payment terms
- Ensure supplier payments align with contractual agreements and project cash flow
- Coordinate with the finance and account team on contract payment terms, progress and variation claim preparation, contractor and supplier payment clarifications, and advanced planning of project cash inflows and outflows
- Report to management on progresses and provide professional advice to support informed commercial decisions
Working Hours: 8:00 AM to 5:00 PM
